This chapter sets out the theoretical framework that is employed in later chapters to analyse the effectiveness of the conflict diamonds governance system, thereby responding to the second of two main research questions being considered in this book. The chapter begins by discussing the value of using a regulatory approach in this type of context as opposed to, for example, a strictly legal analysis.
