NEW REQUIREMENTS FOR LOCAL UNITS OF GOVERNMENT IN WATER RESOURCES PLANNING: INSIGHTS FOR IMPLEMENTATION FROM RECENT WATER RESOURCES PLANNING RESEARCH

New requirements and opportunities for local units of governments in the area of water resource management have been created by Congress during the last five years. The enactments, and ways in which local governmental units can react positively to them are described. An applied research project that experimentally developed and tested a method of evolving a local government water resources protection measure is examined. Research results indicate that intensive efforts to inform and educate local units as to the usefulness of the legislation are necessary. (1 diagram, 7 references, 2 tables)
