Zusammenfassung:Power utilities are faced with over 600000 kilometers of pre-1980 vintage solid-dielectric underground cables. Most of these cables do not meet the reliability standards required of a 21st century economy and would cost 30 billion dollars to replace. A cost effective tool referred to as "SRA" (strategic reliability analysis) is described which allows the mining of the utility's own data to definitively answer the critical strategic questions: (1) What are the required capital expenditures and where do those expenditures need to be targeted to drive reliability to an acceptable value? (2) What are the costs associated with reliability enhancement options per unit of reliability? (3) How do these values compare to my peers? SRA demonstrates the trade-offs between cost and reliability and provides a tactical plan to prioritize the circuits where problems are most likely to occur and where the impact of the expenditure is maximized based on a rigorous economic model.
