Zusammenfassung: | This paper analyzes the evolution of a network in an e-Government project in the state of Hawaii with technical design as the communication platform for different actors. The study employs a case study approach drawing on actor network theory (ANT) to chart the building, disintegration, and rebuilding of the network. This evolution can be understood based on the convergence between different actors through coordination and alignment. The paper demonstrates the usefulness of ANT's concepts in analyzing an e-Government project and how a technical design underwent transformation to reach network stability through interrelations of actors and convergence among them. The findings include the factors that contribute to the adaptability of the system design by all the actors. |
