Zusammenfassung: | Network neutrality is directly related to the appearance of the Internet. It refers to the principle that all Internet traffic should be treated equally. There are two general types of services over broadband access networks: internet access service (IAS) and specialized services. Network neutrality refers directly to IAS and therefore the main regulatory issues concerning quality of service (QoS) are related to detection of its potential degradation. Network neutrality means that all traffic is treated equally over the IAS. Considering IAS market developments, there is continuous growth of Internet traffic in both fixed and mobile networks. This chapter discusses QoS and accompanied traffic management from the IAS business perspective. Network neutrality regulation in different countries include different approaches such as cautious observation, tentative refinement, active reform, supervision and enforcement. The chapter covers network neutrality approaches in Europe and the United States. |
