臺灣中小學教師換證制度設計之構思

強化教師專業能力以提升教育品質,一向是各國師資培育所重視的關鍵議題;而 透過教師換證制度的推動,有助於教師專業學習,並達到提升教師專業能力及確立教師 專業地位之效益。本文參酌臺灣相關專業團體和美、日實施教師換證制度的經驗,對於 教師換證制度設計之構思,提出下列六點建議,包括:一、教師換證制度,需有法源依 據;二、教師證照有效期間,以六年為宜;三、教師換證須辦理教師工作執照,由地方 教育行政機關主政;四、教師換證的採計課程,以教師專業發展為主;五、教師換證課 程的採計方式,以多元方式及120積點較佳;六、研定免除或延緩證照更新之要件,以因 應教師特殊需求...
