Following an analysis of the current challenges and demands in the development of teachers’ digital competence, the paper comprehensively elucidates the construction and application of scenarios to support the enhancement of teachers’ digital competence in terms of inherent characteristics, construction framework and practical suggestions. The connotation characteristics emphasizes the scenarios’ reduction of challenging or complex practical events, and clarifies the characteristics of integrality, complexity, interactivity, innovativeness and cooperativity. The construction framework includes the construction elements and types.
