The form of privatization, insecure property rights, high uncertainty due to policy interventions, and lack of human capital trained for decision-making in a market economy constrained adjustment of the individual farms in line with international competitiveness. Ukrainian agriculture and particularly the wheat economy were highly taxed in some years, increasing the variability in profit rates of wheat production. [...]Ukraine is not a reliable supplier of wheat on the international markets. The authors argue convincingly that the establishment of such cooperatives may suffer from citizens’ past experience with the socialist version of cooperation.
