Zusammenfassung: | The territorial intelligence paradigmatic approach and its related assumptions shows its potential for organizing mediation between actors with a view to setting up their networks and collecting the knowledge and expertise they hold in order to form what we have referred to as “formal territorial capital.” In the same spirit, territorial intelligence through a model based on complexity could show how ICT can contribute to this process. Our research, which is part of a regional doctoral scholarship covering southeastern France, shows how the integration (or not) of ICT at all territorial levels as well as its dissemination in social uses represents a real opportunity for interaction among all local actors. We stress that the websites of the local communities surveyed have low visibility and weak readability and operate at a low level given the social uses of ICT. |
