Approach to Digital Governance in Ibero-America, 2023/APROXIMACION A LA GOBERNANZA DIGITAL EN IBEROAMERICA, 2023

Digital governance is a relatively new concept that refers to the use of digital technologies to improve governance-related processes. In the context of cities, digital governance can be used to improve citizen participation, transparency, and government efficiency. This article presents a first look at digital governance in Ibero-America. The components of the concept, evolution, coincidences, and contradictions in the approach are discussed. With the aim of analyzing the evolution of the concept of digital governance in the context of cities during the first two decades of the 21st century, based on the review and critique of the academic literature, identifying the main theoretical perspectives, contributions, and emerging trends in the field. With hermeneutic methodology, a critical analysis was constructed that allowed us to identify the evolution and contributions to the concept from the context of Ibero-American researchers. The study revealed how digital governance has become a popular concept for the modernization and theoretical improvement of public management in cities, identified gaps in actual implementation, and emphasized the need for inclusive and participatory strategies that effectively respond to the needs and expectations of citizens and rulers in the digital age. Metodologia: Con metodologia hermeneutica se construyo el analisis critico que permitio identificar la evolucion y aportes al concepto desde el contexto de los investigadores iberoamericanos. Contribuciones: Pero se identificaron lagunas sobre la aplicacion real y se enfatizo en la necesidad de estrategias inclusivas y participativas que respondan efectivamente a las necesidades y expectativas de los ciudadanos y gobernantes en la era digital.
