Public governance: analysis of the levels of dependence on own and transferred revenues of the municipalities of the state of Para

In the federative regime, the distribution of revenues between government spheres occurs with the aim of remedying inter and intra-regional inequalities. In view of the above, considering the low collection of own revenues and the clear need of most small and medium-sized municipalities in the northern region of Brazil in relation to government transfers to finance their activities, the following problem arises: what is the level of dependence of the municipalities of the State of Para and its mesoregions in relation to intergovernmental transfers and how representative is it in relation to their own revenues? The general objective of this work has as a guiding criterion to analyze the condition and behavior of the revenues of the municipalities of Para during the years 2010, 2015 and 2020. The specific objective is to analyze the relationship between the total revenue of the municipalities and the level of dependence on intergovernmental transfers. in relation to its own revenues in the period analyzed. In relation to methodological procedures, the research is characterized as Qualitative with a descriptive nature due to the alignment of the objectives being aimed at collecting, analyzing, comparing and interpreting the data obtained from the municipalities chosen to monitor the evolution of the composition of revenues collected by municipal administrations. Municipalities with the lowest HDI-Ms are highly dependent on financial resources provided by other spheres of government, which suggests the need for public policies that can promote local development and reduce this dependence. Although there have been variations in the budget flow over the years, the dependence of municipalities on intergovernmental transfers remains high, being the main source of resources for most of them.
