Zusammenfassung:The implementation of large hydroelectric projects is accompanied by a series of environmental programs aimed at preventing, mitigating and compensating for their environmental, economic, social and cultural impacts in the region covered. Specifically with regard to the compulsory relocation of the families occupying the areas of interest to these developments, from the perspective of the entrepreneurs, this process only entails material losses that can be compensated. For the riverside populations, the loss is the space where individuals establish their personal and family relationships, it is the space where they were born, where they lived, where they socially and culturally reproduced, where they carried out their temporary productive activities in symbiosis with the surrounding environment, facts that are invariably not considered during the performance of environmental impact studies and reports and consequently in the mitigation and compensation processes to be foreseen. This article aims to analyze in a hydroelectric project--UHE Peixe Angical in the State of Tocantins, the effects and results of a pioneering initiative that was the creation of a permanent space for dialogue, the "Foro de Negotiation" between the affected population, licensing and inspection bodies, entrepreneur and local government. Based on the results achieved by the Forum, which were analyzed in this article, the objective is to propose that this alternative form of environmental licensing for large projects enables faster decision-making, re-discussing actions, correcting directions, adjusting unforeseen situations, always supported in the interests of all actors involved directly and indirectly in the implementation of the project, seeking to reduce or minimize the impacts caused to the affected populations. A implantacao de grandes empreendimentos hidreletricos vem acompanhada de uma serie de programas ambientais objetivando a prevencao, mitigacao e compensacao de seus impactos ambientais, economicos, sociais e culturais na regiao de abrangencia.
