Zusammenfassung:This article aims to analyze the changes in the INSS administrative process, due to the institution of information and communication technologies (ICT) as the main access tool for the institute's services. Using the method of inductive approach and based on constitutional, procedural and administrative principles, it analyzes the responsibility of the INSS to virtualize access to social security and social assistance in a country where there is no full technological inclusion. The data provided by PNAD / IBGE (2016) and CETIC (2018), as well as the bibliographic research carried out allow us to conclude that the insured persons of the social security system are generally low-income and, due to the low level of education, they are affected by the model of exclusive distance service imposed by the INSS. The situation also becomes worrying, considering the essential nature of the funds provided by Social Security, as a social constitutional right. O presente artigo tem por escopo trazer as mudancas no processo administrativo do INSS, a partir da instituicao das tecnologias de informacao e comunicacao (TIC) como principal ferramenta de acesso para os servicos do instituto. Utilizando-se o metodo de abordagem indutivo, analisa-se, a luz dos principios constitucionais, processuais e administrativos, a responsabilidade de virtualizacao do acesso a previdencia e a assistencia social em um pais onde nao ha plena inclusao tecnologica. Os dados fornecidos pelo PNAD/IBGE (2016) e CETIC (2018), bem como a pesquisa bibliografica realizada, permitem concluir que os segurados do sistema previdenciario sao geralmente hipossuficientes, em todos os sentidos, possuindo baixo grau de instrucao sao afetadas pelo modelo de atendimento exclusivo a distancia imposto pelo INSS. A situacao tambem se torna preocupante, tendo em vista o carater essencial das verbas prestadas pela Seguridade Social, como um direito constitucional social.
