Popular participation and social control: an analysis of public advice in the light of the habermasian theory/Participacao popular e controle social: uma analise dos conselhos publicos a luz da teoria habermasiana

This study analyzed the means by which the performance of society is instrumental in the supervision of government actions. Habermas's theory of communicative action, the Public Councils, were examined, as well as public hearings and consultations as modalities of social control that can be stimulated and improved, as well as the level of involvement of society with these actions. With the premise that citizens are involved or participate in the Public Administration in an incipient way. The work is concluded with considerations about contributions to the increment of democratic citizen culture.
