BUENOS AIRES CITY: NEOLIBERAL URBAN POLICIES, CHANGES AND REGIONAL SOCIO-HABITAT POPULAR/CIUDAD DE BUENOS AIRES: POLITICAS URBANAS NEOLIBERALES, TRANSFORMACIONES SOCIO-TERRITORIALES Y HABITAT POPULAR

The processes of renewal and urban regeneration have played an important role in the socio-territorial transformations experienced by the city of Buenos Aires during the last decades. This article, based on results of a longitudinal line of research on changes in the southern city of Buenos Aires and explores this dynamic housing policies in four districts of the south (San Telmo, Barracks, La Boca and Parque Patricios) where State has had a sustained role in the processes of urban renewal. It is recognized that the effects of state interventions have resulted in every neighborhood and found different dynamic resistances that affect the institutional and print other brands in neighborhood territorialities under study. In this way in a context where, on the one hand, there is a continuity in the deployment of urban policies that reinforce and complicate the centrality, on the other, new ways of integration occur within relatively central locations. So, Buenos Aires stated in its character of "neoliberal city", but also represents a laboratory to reflect on tracks and features for the redesign of urban policy and process to reverse these trends.Keywords: urban policies--neoliberalismo--popular habitatLos procesos de renovacion y recualificacion urbana han desempenado un papel importante en las transformaciones socioterritoriales experimentadas por la ciudad de Buenos Aires durante las ultimas decadas. El presente articulo, con base en resultados de una linea de investigacion longitudinal sobre cambios en la zona sur de ciudad de Buenos Aires y politicas habitacionales indaga esta dinamica en cuatro barrios del sur (San Telmo, Barracas, La Boca y Parque Patricios) donde el Estado ha tenido un papel sostenido en los procesos de renovacion urbana. Se reconoce que los efectos de las intervenciones estatales en cada barrio han provocado dinamicas diferenciadas y han encontrado resistencias que inciden sobre la institucionalidad e imprimen otras marcas en las territorialidades barriales bajo estudio. De este modo, en un contexto donde, por un lado, hay una continuidad en el despliegue de politicas urbanas que refuerzan y complejizan la centralidad, por otro, se producen nuevos modos de integracion dentro de localizaciones relativamente centrales. Asi, Buenos Aires se afirma en su caracter de "ciudad neoliberal", pero tambien se constituye en un laboratorio para reflexionar sobre pistas y caracteristicas para el rediseno de politicas urbanas que reviertan y transfo
