Zusammenfassung:The aim of this paper was to assess effects of municipal health expenditure on the percentage of ambulatory care sensitive conditions (ACSC). We analyzed 853 municipalities in the state of Minas Gerais in the years 2004 to 2013 by way of a fixed-effects panel model. The results showed that municipal investing on health is important to ACSC percentage variation, along with variables related to basic sanitation and specific individuals such as children and pregnant women. Results also suggest that increasing municipal health investment would not be the most efficient alternative, since it would require a relatively high increase in per-capita health investment in order to obtain a minimum ACSC unit reduction. O objetivo deste artigo foi avaliar o efeito das despesas municipais de saude, com foco na atencao basica, na porcentagem de Internacoes por Condicoes Sensiveis a Atencao Primaria (ICSAP). Por meio de um modelo de efeitos fixos, analisamos a populacao de 853 municipios do Estado de Minas Gerais, durante os anos de 2004 a 2013. Os resultados mostraram que as despesas municipais em saude sao importantes para a variacao da porcentagem de ICSAP, juntamente com variaveis relacionadas a saneamento basico e grupos de individuos especificos, especialmente, criancas e gestantes. Os resultados nos remetem a hipotese de que aumentar o investimento municipal em saude nao seria alternativa eficaz, dado que para obter uma reducao minima unitaria das ICSAP seria necessario um aumento, relativamente elevado, no nivel de investimentos per capita em saude.
