Reproductive hierarchies: motherhood and inequalities in women's exercising of human rights/Hierarquias reprodutivas: maternidade e desigualdades no exercicio de direitos humanos pelas mulheres/Jerarquías reproductivas: maternidad y desigualdad en el ejercicio de los derechos humanos de las mujeres

Starting from the contemporary concept of human rights, this paper discusses reproductive rights and motherhood. After presenting the history and definition of reproductive rights and sexual rights, the paper covers voluntary, safe, socially supported and pleasurable motherhood in order to reflect on 'reproductive hierarchies'. It argues that different characteristics among mothers, such as race, social class, age and sexual partnership, determine the legitimacy and social acceptance of motherhood, as well as how it is experienced. The greater the number of "negative" characteristics presented by the mother (or the couple) in exercising motherhood and/or reproduction, the closer to the bottom of the hierarchical pyramid she will be and, moreover, the greater her difficulty in exercising her human rights will be. The paper concludes that public policies providing social support to motherhood are needed for all women making this choice, without distinction, with the aim of promoting the exercising of human rights. A partir da concepcao contemporanea de direitos humanos, o texto discute os direitos reprodutivos e o exercicio da maternidade. Apos historico e definicao dos direitos reprodutivos e dos direitos sexuais, o artigo trata da maternidade voluntaria, segura, socialmente amparada e prazerosa, para propor uma reflexao sobre 'hierarquias reprodutivas'. Defendese que diferentes aspectos das maes--tal como raca, classe social, idade e parceria sexual--determinam a legitimidade e aceitacao social destas maternidades, e, portanto, suas vivencias. Quanto maior o numero de aspectos 'negativos' presentes na mulher (ou casal) ao exercitar a maternidade e/ou a reproducao e cuidado com os filhos, mais proxima da base da piramide hierarquica estara e, ainda, maior dificuldade encontrara no exercicio de seus direitos humanos. O texto conclui que sao necessarias politicas publicas de suporte social a maternidade para as mulheres que assim escolham, indistintamente, visando promover o exercicio de seus direitos humanos.
