Zusammenfassung: | The aim of this article is to assess the execution of the School Feeding Program (Programa de Alimentacion Escolar) [PAE] in Cali between 2016 and 2019, focusing on its role in promoting healthy eating habits. Clear, concise language and technical terms have been employed, with an objective and balanced approach throughout. The study used documentary analysis to explore the program's development at both national and local levels, as well as the impact of new public management strategies since its establishment in 1936. In addition, stakeholder interviews were conducted and analyzed alongside program documents using the thematic networks methodology to characterize the program based on its theory. The primary findings suggest that while the program is effective, there are implementation flaws. As a result, adjustments in the design of the school feeding program are essential to gradually attain effect indicators. The results constribute to the construction of evaluative knowledge on new public management processes, in particular, in relation to effectiveness. El objetivo de este articulo es evaluar la implementacion del Programa de Alimentacion Escolar (School Feeding Programs)[PAE] en Cali durante el periodo 2016-2019, con un enfasis en su componente de formacion de habitos de alimentacion saludable. Metodologicamente se utilizo el analisis documental para estudiar la evolucion del programa a nivel nacional y local, asi como la influencia de la nueva gestion publica en el desde su creacion en 1936. Ademas, se llevaron a cabo entrevistas a actores involucrados que se analizaron y cruzaron con los documentos del proyecto utilizando la metodologia de redes tematicas para caracterizar el programa en relacion con la Teoria del programa. Los resultados principales indican que, si bien el programa es eficiente, que existen fallas en la teoria de la implementacion. Conclusiones. El programa de alimentacion escolar requiere ajustes en el diseno, para lograr progresivamente indicadores de efecto asociados a la generacion de habitos alimenticios; asi como favorecer el monitoreo y la relacion de causalidad. Los resultados aportan a la construccion de conocimiento evaluativo sobre procesos de la nueva gestion publica, en particular, con relacion a la efectividad.
