Urban socioenvironmental agents and the activation of citizenship: a proposal for evaluation of the Earth Charter in Action Program/AGENTES SOCIOAMBIENTAIS URBANOS E A ATIVACAO DA CIDADANIA: O caso do Programa Carta da Terra em Acao em Sao Paulo

The Earth Charter in Action Program was conceived by the City Hall of Sao Paulo to encourage citizens to develop critical evaluation of urban socio-environmental situations in their territories. In its firsts ten years of history (2009--2019), more than 600 postmen were trained and, in turn, developed socio-environmental actions in their territories, aiming to transform Sao Paulo into a more just and sustainable city. It aims to evaluate the referred program in promoting the activation of citizenship. As a methodological assumption, it undertakes to systematize the process of creating the Carta and the changes that occurred throughout the history of the program, as well as to classify the socioenvironmental actions developed by the postmen, according to the typology of Ekman & Amna (2012). This paper was developed in a theoretical framework that recognizes the complexity of the territory and the importance of activating citizenship, as well as recognizing the need for critical and systematic analysis of environmental education programs. It should be noted that the changes that occurred ensured that the program was kept alive and in line with the demands of citizens, reflecting on socioenvironmental actions and making the activation of citizenship more complex for the citizens who participated in the program. O Programa Carta da Terra em Acao foi concebido pela Prefeitura de Sao Paulo com o objetivo de fomentar reflexoes criticas sobre as questoes socioambientais urbanas entre os municipes. Em seus dez primeiros anos de historia (2009--2019) formou mais de seiscentos agentes socioambientais que, por sua vez, devolvem acoes na escala local no sentido de almejar uma cidade mais justa e sustentavel. Apresenta como objetivo avaliar o referido programa na promocao da ativacao da cidadania. Para tanto, compromete-se a sistematizar o processo de criacao da Carta e as mudancas ocorridas ao longo da historia do programa, bem como classificar as acoes socioambientais desenvolvidas pelos carteiros, segundo a tipologia de Ekman & Amna (2012). Foi desenvolvido um referencial teorico que reconhece a complexidade do territorio e a importancia de ativar a cidadania, bem como reconhece a necessidade de analise critica e sistematica dos programas de educacao ambiental.
