Sustainability, Mobility, and Analysis of the SDGs-Agenda 2030for a Sustainable City: a brief study of the city of Sao Paulo/SUSTENTABILIDADE, MOBILIDADE E ANALISE DOS ODS-AGENDA 2030 PARA UMA CIDADE SUSTENTAVEL: breve estudo do municipio de Sao Paulo

The dynamics of municipal power with direct repercussions in their urban areas-- cities--refer to the need to accompany the development of public policies. Within this flow, the sustainable objectives foreseen at the global level with local effects stand out. The general objective of this article is to present the historical and pragmatic evolution of the strategy of the pact between society and public power for Sustainable Development, with the interference and effectiveness of the "sustainable cities" as to the reflections of the Sustainable Development Goals (SDGs) against the demand on public policies related to transport and urban mobility of the city of Sao Paulo. Specifically, it aims to investigate, analyze and criticize the strategy of collaborative pacts with the directing interference of the municipal administration and the architecture of the local power and identified the body to advance this important agenda. Methodologically, the work is based on a deductive logic of qualitative, descriptive, and exploratory character in the literature and primary and secondary documentation, being legislation the legal doctrine. The conclusion is that the strategy of the municipal administration of Sao Paulo is correct in conducting the execution of the guidelines of its legislation regarding the reduction of greenhouse gas emissions (GHG) with the inclusion of greater participation of less polluting public transportation vehicles to act in reducing the effects of these gases in the urban environment, but fails in the speed of results and the expansion of social participation in this process in the creation of instruments of governance and sustainability.
