Zusammenfassung:While social networks provide interaction between people and the democratization of knowledge, they can thus lead to violations of human rights and weaken democracies. This article seeks to reflect on possible impacts of narratives that incite violence, propagated in particular by Heads of State and Government through social networks of mass dissemination. Based on Jurgen Habermas' theory of communicative action and Ruud Koopmans' three discursive opportunities categories, it aims to understand the indiscriminate use of instrumental action by political agents in power, as well as why polarizing profiles and discourses are on the rise. Finally, it is concluded that the limits of the right to freedom of expression are necessary in view of its excesses that can result in multiple forms of violence, unfair discrimination and the weakening of democratic regimes. For that, it uses the hypothetical- deductive method and the techniques of documental and bibliographic research procedure. Keywords: act communicative; freedom of expression; media. Ao passo que as redes sociais proporcionam a interacao entre pessoas e a democratizacao do saber, destarte podem ensejar violacoes aos direitos humanos e fragilizar democracias. O presente artigo busca refletir sobre possiveis impactos de narrativas que incitam a violencia, propagadas em especial, por Chefes de Estado e de Governo por meio de redes socais de divulgacao em massa. A partir da teoria da acao comunicativa de Jurgen Habermas e das categorias das tres oportunidades discursivas de Ruud Koopmans visa compreender o uso indiscriminado do agir instrumental dos agentes politicos no poder, assim como porque perfis e discursos polarizadores estao em ascensao. Por fim, conclui-se que os limites do direito a liberdade de expressao sao necessarios em face aos seus excessos que podem resultar em multiplas formas de violencia, discriminacoes injustas e fragilizacao dos regimes democraticos. Para tanto, utiliza-se do metodo hipotetico-dedutivo e das tecnicas de procedimento de pesquisa documental e bibliografico. Palavras-chave: agir comunicativo; liberdade de expressao; midias.
