Participatory Democracy in the Digital Age: Contributions to Popular Participation in Municipal Rights Councils/DEMOCRACIA PARTICIPATIVA NA ERA DIGITAL: CONTRIBUICOES PARA A PARTICIPACAO POPULAR NOS CONSELHOS DE DIREITOS MUNICIPAIS

The general objective of the present study was to elucidate the following research problem: how can digital democracy contribute to the improvement of participatory democracy, in particular, popular participation in rights councils at the municipal level and the social control of public policies? In order to carry out the research, deduction was adopted as a scientific methodology, based on bibliographic research technique and indirect documentation. Theoretical contribution was made about the concepts involving the participatory democracy and electronic democracy categories, as well as the study of the ways that participatory democracy manifests itself and the analysis of the use of technological resources in these spaces, especially in popular participation within the scope of councils municipalities and the social control of public policies. From this study, it was possible to conclude that, from the alignment of new technologies and the resources of information and communication technology (ICTs), as well as software engineering techniques in the democratic context, nicknamed digital or electronic democracy or 4.0, participatory democracy can move in the same direction and increase the extent of its participatory and control mechanisms and reduce or eliminate existing obstacles through its traditional form of exercise. O presente estudo teve por objetivo geral elucidar a seguinte problematica de pesquisa: de que forma a democracia digital pode contribuir para o aperfeicoamento da democracia participativa, em especial, da participacao popular nos conselhos de direitos no ambito municipal e do controle social de politicas publicas? Para realizacao da pesquisa, adotou-se como metodologia cientifica a deducao, a partir de tecnica de pesquisa bibliografica e documentacao indireta. Foi realizado aporte teorico acerca dos conceitos que envolvem as categorias democracia participativa e a democracia eletronica, bem como o estudo das formas que se manifestam a democracia participativa e a analise da utilizacao de recursos tecnologicos nesses espacos, especialmente, na participacao popular no ambito dos conselhos municipais e no controle social de politicas publicas.
