To support states in this work, CASEL developed a State Theory of Action (TOA). This document outlines how CASEL: (1) Defines SEL and systemic SEL; (2) Connects SEL and equity; (3) Describes the State TOA, including cross-cutting activities and ways to engage in a cycle of continuous improvement; (4) Identifies steps on how to use the tool, including the organization and process; (5) Defines the four focus areas and 20 activities in the State TOA rubric; and (6) Describes the State TOA logic model (Appendix A).
