Zusammenfassung: | The following provisions of the 1990 amendments to the Carl D. Perkins Vocational Education Act are described: establish a new funding authorization level; create new programs; change allocation of funds between states and localities; specify substate allocation of funds; remove most set-asides; and require performance standards and measures. This report summarizes and analyzes the amendments, providing information on the following: (1) the implementation schedule; (2) authorization levels; (3) changes in the basic state grant formula; (4) state activities under basic state grants; (5) performance standards; (5) substate allocation of funds; (6) local uses of funds; (6) assurances of services to special populations; (7) new programs; (8) national assessment; (9) national research centers; (10) the vocational education data system; and (11) negotiated rulemaking. Appendix A provides details of the legislative history of the 1990 amendments. Appendix B discusses several provisions that were considered by Congress but not enacted, and Appendix C provides selected references related to the 1990 reauthorization of the Perkins Act. (KC) |
