Zusammenfassung:Past efforts at development plans have resulted in well thought out courses of action and have consistently included objectives. The plans have not, however, achieved the big goals of their makers to provide quality library service to all residents of Oregon. The problem appears to have been a combination of two lacks: lack of implementation through assigned responsibilities; and lack of public support. This effort to regroup and push forward again will try to use techniques with built-in methods of implementation that face realistically the impediments posed by economic, social and political actualities. The purposes of the Program are fourfold: (1) comply with Federal law, (2) comply with Federal regulations of the Office of Education, (3) establish goals of library service as the context within which to make decisions and undertake activities and (4) initiate planning as a continuing process with provision for change. The Programs chosen for achieving the Objectives of the entire Long Range Program are listed within the eight categories classed as Needs. Each Program leads directly into specific "Activities." The sum of these Activities constitutes the Five Year Action Plan. (Other State Plans are available as LI 003986 through LI 003993) (Author/NH)
