The document outlines broad overall goals for compensation planning, describes and evaluates the application of a compensation plan in the St. Paul schools, and proposes alternative strategies for establishing administrative salaries in St. Paul. After reviewing the major components of a compensation plan, the report proposes the following: (1) transform an administrator compensation policy into specific goals and objectives, (2) base administrator salary structure on a combination of variable ratios and internal ratios, (3) implement an administrator performance review program, and (4) increase involvement of and communication among those responsible for school management.
