In the case that a prescribed condition is satisfied, a video image to be encoded is encoded with the picture type of all pictures being set to I picture. Further, a bit stream of a video image to be decoded is decoded, and if a prescribed condition is satisfied, it is confirmed whether the picture type of all pictures in the video image of the bit stream is I picture. The present disclosure can be applied, for example, to an image processing device or an image processing method. |
