Zusammenfassung:	Provided in the present invention is a cable releasing device of a remotely operated vehicle (ROV). The cable releasing device comprises a cable releasing portion and a lifting hook releasing portion, wherein the lifting hook releasing portion is located below the cable releasing portion, the cable releasing portion comprises a rotary actuator and a cable releasing mechanism which are each arranged on a general fixing plate, and a cable-end underwater connector and a device-end underwater connector which are interfaced with each other are provided in the cable releasing mechanism; and the lifting hook releasing portion comprises a linear actuator and a hollow lifting hook arranged below the linear actuator. When the ROV encounters an underwater obstacle or other objects and is trapped and cannot be released due to winding, knotting, etc., a joint between the cable-end underwater connector and the device-end underwater connector and a joint of the hollow lifting hook are unlocked, so that the cable is released
