Zusammenfassung:	A blockchain-based offline voting service system of the present invention comprises: an off-chain for performing processing such that a user terminal and a management system of a voting management committee interact with a smart contract in a private blockchain so as to perform voting; and a main chain for periodically updating the smart contract of the off-chain.
