A voice recommendation device according to one aspect disclosed herein recommends a character voice representing the voice of a character, and comprises: a similarity calculation unit that calculates the similarity between a user voice representing the voice of a user and a plurality of character voices; a determination unit that determines whether the user has a listening habit of listening to the user's own voice; and a recommendation unit that recommends a character voice similar to the user's voice when it is determined that the user has the listening habit, and recommends a character voice dissimilar to the user's voice when it is determined that the user does not have the listening habit.
