Zusammenfassung:	The present application discloses a lacing base structure and a lacing device. The lacing base structure comprises a base plate, and a stop disc connected to the base plate. The base plate is provided with an arc-shaped block panel and a stop block spaced apart from the arc-shaped block panel; the arc-shaped block panel and the stop block define an accommodating cavity; limiting openings are formed between the stop block and the arc-shaped block panel; a connection boss is provided inside each limiting opening, both ends of the connection boss are respectively connected to the arc-shaped block panel and the stop block, and the connection boss is provided with an upper boss. The stop disc comprises threading portions; the threading portions are arranged in the limiting openings and located above the connection bosses; a first avoidance slot is formed on the side of each threading portion facing the connection boss, and the first avoidance slot is sleeved on the upper boss. The problems in the prior art that a
