The specific steps are: S1, performing pretreatment before cladding: performing sanding to remove impurities and an oxide layer on the surface of a copper substrate, and performing cleaning and drying; S2, performing laser cladding: adopting a blue laser cladding device and using silver-copper alloy powder as a powder material to perform laser cladding of a silver layer on the copper substrate in a coaxial powder feeding manner, wherein the laser power is 1100 W-1350 W, the scanning speed of a laser cladding head is 6 mm/s-10 mm/s, and the overlapping rate is 45%-65%; and S3, sanding the cladded silver layer on the surface of the copper substrate, so that said cladded silver layer meets related requirements.
