The method comprises: according to current condition, a radio block center system determines whether visual authorization can be carried out, and when the radio block center system can generate a visual authorization instruction and send same to a vehicle-mounted device, the vehicle-mounted device receives the visual authorization instruction and monitors the safe operation of a train according to a visual mode.
