The decompaction device comprises an outer housing, wherein a lower portion of the outer housing is provided with a first inlet, an upper portion is provided with a first outlet, a bottom portion is provided with a discharging hopper, and a bottom end of the discharging hopper is provided with a second outlet; a central cylinder, wherein blades are spirally distributed on the periphery of the central cylinder; a screening mesh arranged in the axial extension direction of the central cylinder, wherein an upper portion of the screening mesh is provided with a third outlet and a lower portion is provided with a second inlet; and a driving device connected to the central cylinder for driving the rotation of the central cylinder.
