The method comprises: receiving a request for paying a target transaction order, wherein the target transaction order is a cross-border transaction order; determining a plurality of candidate payment methods; acquiring a plurality of decision-making factors of a multi-target decision-making algorithm according to information of the target transaction order, wherein the plurality of decision-making factors comprise: information of the country/region to which a payer user belongs, and information of an initiator of the target transaction order; evaluating the plurality of candidate payment methods according to the plurality of decision-making factors; and according to evaluation results corresponding to the plurality of candidate payment methods, determining information of a payment method to be recommended.
