Zusammenfassung:	The present utility model relates to the technical field of icing monitoring devices, and in particular to a monitoring device and a cleaning device. The monitoring device comprises a detection assembly, comprising a camera body, a first fixing column arranged on the end surface of the camera body, and a solar panel body arranged outside the first fixing column. A second fixing bar is arranged on the outer wall of the first fixing column; the outer wall of the second fixing bar is provided with a fixing plate; and the outer wall of the fixing plate is provided with a cross arm. According to the present utility model, a connecting seat and a hinging seat are provided for hinging, such that the solar panel body can rotate, thereby implementing positional adjustment according to actual condition; additionally, a fixing box is arranged at the bottom of the camera body, and a first scraper and a second scraper can slide on the outer wall of the camera body through driving of a motor in the fixing box, such that th
