Zusammenfassung:	A rotary vacuum moisture regaining apparatus, comprising a rotary vacuum moisture regaining machine (2), wherein the rotary vacuum moisture regaining machine (2) comprises a closed cylinder (23) and a rotary shaft (24) arranged on a central axis of the closed cylinder; a plurality of rectangular partitions (241) which are arranged in a diameter direction of the closed cylinder and fixed to the rotary shaft divide the closed cylinder into an even number of closed fan-shaped areas; and the width of the rectangular partitions is equal to the inner diameter of the closed cylinder, and the length of the rectangular partitions is equal to the length of the central axis of the closed cylinder.
