Encapsulation and fragmentation transmission are performed on transmitted data by means of a three-segment data transmission protocol comprising a data header, a fragmented data header and data content; fragmented data, a transmission time for which exceeds the maximum cache time range, is discarded; frame data, a transmission time for which is within the maximum cache time range and which forms a complete data frame with data in a temporary storage area is outputted to an application layer; and fragmented data, a transmission time for which is within the maximum cache time range but which does not form the complete data frame, is temporarily stored in the temporary storage area, thereby realizing packet selective loss of data, ensuring low-latency transmission of key data, also avoiding the problem of further deterioration of a network state caused by congestion control, and thus sol
