A communication method and apparatus, a storage medium, and a chip system, which relate to the technical field of communications and are used to reduce data transmission latency. In the present application, a network device sends first configuration information to a first terminal device, and sends second configuration information to a second terminal device. The first configuration information comprises information of a time-frequency domain resource on which the first terminal device sends uplink data. The second configuration information comprises information of a time-frequency domain resource on which the second terminal device receives downlink data. The time-frequency domain resource on which the first terminal device sends the uplink data is the same as the time-frequency domain resource on which the second terminal device receives downlink data, and the uplink data sent by the first terminal device may be received by the second terminal device by means of an air interface. The second terminal device
