The vehicle unlocking control device comprises a control module, a first domain controller and a second domain controller; the control module is used for supplying power to the first domain controller and the second domain controller by utilizing an external emergency power supply when the whole vehicle is in a power shortage state and is electrically connected to the external emergency power supply; the first domain controller is used for controlling, after power is supplied to the first domain controller by the control module, a front hatch cover lock motor to be unlocked; after power is supplied to the second domain controller by the control module and if a vehicle door unlocking signal is received, the second domain controller is used for determining, according to the vehicle door unlocking signal, whether to control a vehicle door lock motor to be unlocked.
