Zusammenfassung:Provided are: an oil-liquefaction apparatus which makes it possible to perform chemical recycle without deteriorating the efficiency of thermal cracking; and an oil-liquefaction method using the oil-liquefaction apparatus. This oil-liquefaction apparatus is provided with a thermal cracking furnace and a condenser, in which the thermal cracking furnace is provided with at least a thermal cracking kiln 21 in which a substance to be treated is placed, a heating furnace 22 which heats the thermal cracking kiln 21 from the outer surface thereof, a stirring device which stirs a material of interest in the thermal cracking kiln 21, and a discharge section which discharges a thermal cracking gas generated in the thermal cracking kiln 21 to the condenser. The thermal cracking kiln 21 has a bottom part 21d which has a bottom surface 21c and formed by a rotating body of a line segment with the center projected downward, an approximately cylindrical intermediate part 21a in which a ring-shaped inner surface 21e thereof is continued to the bottom surface 21d, and a lid part 25 which covers the upper part of the intermediate part 21a. The heating furnace 22 heats the bottom part 21d of the thermal cracking kiln 21 and at least the lower part of the intermediate part 21a. The stirring device has an axis part 27 which rotates at the center of the thermal cracking kiln and a blade part 26 which is attached to the axis part 27. The blade part 26 is slidably contacted with the bottom surface 21c and a ring-shaped surface 21b by rotating the axis part 27.
