The method comprises: a terminal device receiving first information from a network device, the first information being used for configuring M communication parameter groups corresponding to N candidate carriers; the terminal device then receiving second information from the network device, the second information being used for indicating at least one communication parameter group among the M communication parameter groups; and the terminal device performing communication on the at least one carrier according to the at least one communication parameter group.
