Zusammenfassung:	Provided are a plate cut-off machine (1) capable of synchronously cutting off and detecting the strength of a plate (2), and a cut-off method for the plate (2). The machine comprises a fixing platform (11), a lifting base (14), stress sensors (16A, 16B, 16C, 16D), and a driving mechanism (12), wherein the fixing platform (11) is used for fixing the plate (2), which has a preformed rectangular cut-off line; and a plurality of cut-off blocks (18A, 18B, 18C, 18D) are arranged around the lifting base (14), and the plurality of cut-off blocks (18A, 18B, 18C, 18D) are respectively connected to the plurality of stress sensors (16A, 16B, 16C, 16D). When the driving mechanism (12) drives the lifting base (14) to move relatively close to the fixing platform (11), the cut-off blocks (18A, 18B, 18C, 18D) apply vertical pressure to the edges of the plate (2) along the cut-off line (21), such that while the portion of the plate (2) at the periphery of the cut-off line (21) is cut off and separated, the stress on the plate
