According to the method, when service concurrency is supported, a dual-SIM capability of a terminal can be dynamically allocated, wherein a reduction in a terminal capability corresponding to one SIM card causes an increase in a terminal capability corresponding to the other SIM card, or, an increase in the terminal capability corresponding to one SIM card causes a reduction in the terminal capability corresponding to the other SIM card, so that the use of dual-SIM resources can be maximized, which helps to improve the overall performance of a multi-SIM card terminal.
