This occupant state notifying device (200) comprises: a reference image acquisition unit (210) which acquires and stores a reference image which is captured by a camera mounted on a vehicle and serves as a reference for authenticating occupants in the vehicle; a notification destination information acquisition unit (211) which acquires and stores notification destination information in association with the reference image; a captured image acquisition unit (230) which acquires a captured image of the inside of the vehicle, the image being captured by the camera; a person authentication unit (240) which uses the reference image and the captured image to perform person authentication on the occupants; and a notification information output unit (250) which outputs, according to the results of person authentication from the person authentication unit, notification information indicating the states of the occupants to a notification destination indicated in the notification destination information.
