A high standard anti-seepage system permeability coefficient measurement apparatus and method for a fabricated HDPE membrane. Said apparatus comprises: a first shell structure, the first shell structure being enclosingly formed by at least two first HDPE membranes (1); ends of adjacent first HDPE membranes (1) are connected by means of HDPE membrane locking connectors (2); the first shell structure is internally hollow and the two ends are open; and a second HDPE membrane (3), the second HDPE membrane (3) sealing an opening at one end of the first shell structure.
