A flame retardant composition for wood and wood-based materials according to the present invention is characterized by containing boric acid, a sodium borate, a phenolic resin, and water. A method for manufacturing flame retardant wood or flame retardant wood-based materials according to the present invention is characterized by comprising the steps of: S1) preparing wood or a wood-based material; S2) preparing a wood flame retardant made of a phenolic resin-boric acid-borate compound; S3) injecting the wood or wood-based material with the wood flame retardant made of the phenolic resin-boric acid-borate compound obtained in step S2); and S4) drying-hardening the wood or wood-based material injected with the flame retardant.
