The present invention provides a double-breakpoint contact rotating apparatus and a circuit breaker. The double-breakpoint contact rotating apparatus comprises a rotating shaft, a contact assembly and a positioning shaft, and further comprises two connecting rods arranged on both sides of the contact assembly, two connecting shafts each penetrating through the rotating shaft and the two connecting rods, and an elastic connecting member connected between the two connecting shafts. The elastic connecting member may change a direction of force applied to the two connecting rods to the contact assembly at the beginning of rotation of the contact assembly in the rotating shaft, so as to accelerate the separation speed of the contact assembly, and may change the direction of force applied to the two connecting rods to the contact assembly again during the rotation of the contact assembly, so that the contact assembly maintains a repelled and stuck state.
