The method comprises: fully mixing inferior heavy oil, a catalyst, and hydrogen, carrying out a shallow hydrocracking reaction, and carrying out gas-liquid separation on a product obtained by the reaction to obtain a liquid-phase product; mixing the liquid-phase product with a composite flocculant, and then carrying out continuous deposition to obtain an overflow material and an underflow material by means of separation; fractionating the overflow material to obtain unconverted oil; and fully mixing the remaining unconverted oil from which tail oil has been removed, the catalyst, and hydrogen and then carrying out a deep hydrocracking reaction, carrying out gas-liquid separation on a product obtained by the reaction to obtain a liquid-phase product, then separately fractionating the liquid-phase product or fractionating the liquid-phase product together with the overflow material, to obtain a light oil product.
