The limiting apparatus (2) is mounted to the bottom of the premixer shaft (1), the bottom of the limiting apparatus (2) being welded to the arc-shaped blades (3) that are distributed in an annular fashion, one side of the arc-shaped blades (3) having the straight blades (4) that are distributed in an annular fashion, and the bottoms of the arc-shaped blades (3) being collectively welded to a central block (301). The eccentric premixer blade apparatus consists of the arc-shaped blades (3) and the straight blades (4). This structure allows the longitudinal range of liquid flow to be wider. When rotating, the area at the center of the blades can be fully stirred, so stirring uniformity is improved, and, being formed from stainless steel, the apparatus is not prone to damage, greatly prolonging service life.
